As soon as Klein had a moment of joy flash through his mind, he saw new mercury words beginning to emerge on the previously blank copper page. This meant that "0–02" had finally broken free from its dead cycle, drawing forth part of its strength to add provisions, provide explanations, and repair flaws. "Leave!" Klein didn't hesitate—he simply shouted it. Byers strictly adhered to the higher authorities' instructions and immediately withdrew his right hand, turned around, and sprinted toward the落地 window. "Act as if you're attacking me," Klein added suddenly, upon seeing this dual-natured "sailor" now having departed the municipal library. Byers was deeply puzzled, yet still raised his right arm, pulled back his shoulders, and assumed the posture of about to punch Klein.
At this point, the new provisions finally took shape: "The 'Trenzostor Bronze Book' and the groups it permits shall be exempted when enforcing these rules..." Nevertheless, even after this provision had been successfully enacted, Byers received no punishment. The hall stands with eight black stone pillars, and from the lofty dome hang one after another metal cylindrical rods—each ending in a candlestand carved into the form of a different creature, forty on the left and forty-one on the right.
This was the council hall of the Tudor–Trenskorst United Empire that Caine had once seen; at that time, both chief magistrates were still Sequence-1 "Slaying-Sequence Princes" of the "Black Emperor" lineage, so the hall was filled with distorted, atypical, and utterly unesthetic rules.
